The Tennessee Opioid Abatement Council (OAC) has announced the next round of statewide community grants. The due date for applications is Dec. 13, 2024 at 10 p.m. central time. The application portal will open at 12 a.m. central time on November 12 and close at 10 p.m. central time on December 13.
The total funding for this cycle will be $20,000,000, which you may note is far less than the first round, making this cycle potentially more competitive. However, applicants who were awarded last cycle are not eligible for this cycle.
There are also budget limits for applications. Single-proposer applications are limited to a total of $1,000,000, while multiple collaborator proposals have a cap at $3,000,000. Projects can be for a total of 12, 24 or 36 months.
Importantly: these grants will be administered via reimbursement invoices from the grantee. In other words, the work will be conducted by the grantee, who will then submit an invoice for reimbursement.
The OAC also requested an intent to apply email that was due by September 30, but this was not a requirement for submitting an application.
The OAC is also particularly encouraging applications:
- that address Primary Prevention, Harm Reduction, Treatment and Recovery Support (per approved motion on July 31, 2024 by the Opioid Abatement Council, this may be open to changes), or
- where multiple local agencies and/or counties collaborate on one project.
Applications with any of these attributes may be given priority during the review and award process.
The OAC is going to be releasing technical assistance materials this month, including a FAQ document (October 11). You can contact the OAC directly with questions here.
McKinsey Settlement – More Funding En Route!
Payments from the McKinsey Subdivision Settlement Agreement should arrive soon, if not already. The state was previously involved in litigation against McKinsey, and pursuant to that litigation, the payout from this settlement was strictly given to the TN OAC. This settlement is only for subdivisions and will be a one-time payment. Your locality may receive a payment if you signed on to the original Distributor and Jassen (J&J) settlements.
For counties receiving this payment, this amount will go under revenue account 48991 – Opioid Settlement Funds . For cities, the revenue account will be 36740 – Opioid Settlement Funds.
As always, we encourage that opioid settlement funding be spent on future remediation efforts.
